4. Open Spend tab, then navigate back to the Inbox and open the 1:1 chat
5. Observe the expense preview
6. Verify that the View gray button is still shown

This PR is a narrow bug fix, not a behavior or feature change. It adds an isGroupPolicy(policy) guard to the non-payer "admin pay" path in canPay (ReportPreviewActionUtils.ts), isPrimaryPayAction (ReportPrimaryActionUtils.ts), and canIOUBePaid (ReportWorkflow.ts) so the Pay button no longer incorrectly appears for the expense creator in a 1:1 IOU on a personal policy after visiting the Spend tab.

This restores the already-expected behavior (only the actual payer sees Pay in that flow) and introduces no new feature, setting, label, tab, or user-facing workflow. Nothing in docs/articles documents this bug, so there is nothing to add or correct.

Because no changes are required, I have not created a draft help site PR.
