Adds tests for treasury threshold rejection covering zero approvals, below-threshold, exact-threshold boundary, and varied threshold configs (threshold=1, majority, unanimous, weighted) with correct error variant assertions. Closes #107 Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
