Removed debug print statements for median disco signals.
This was causing a serious bug where-in if a sub-likelihood had 0 events but hessians were used in the combined likelihood it would break

This PR contains the version of non_asymptotic_inference.py with no reference to WS2024 combined likelihoods code and the version of templates.py with bspline interpolation.
