In the CI workflows I checked, dependencies are installed with npm ci before checks/build, and eslint.config.cjs loads eslint-plugin-import. This bump moves ESLint to 10 while leaving eslint-plugin-import@2.32.0, whose locked peer range is only ^2 || ^3 || ^4 || ^5 || ^6 || ^7.2.0 || ^8 || ^9 (package-lock.json lines 4838-4870), so clean installs now resolve an invalid peer and npm versions/environments that enforce peers can fail before lint/build runs; update or replace the import plugin along with the ESLint major bump.
