Fixes empowered Dark Steel Shears duplicating drops from shearable blocks (fern, tallgrass, Botania tall mystical flowers, etc.). The center block was added twice to the harvest list — once by the HarvestResult constructor and again by the area scan at (0,0,0). Also checks the onBlockStartBreak return value before removing area-sheared blocks, so permission-denied blocks are not destroyed.
