nit: only 4.6.18 seems to have added HarperDB to the version heading and these 4.6.* are following suit

I like the automation, but should update the prompt to not leak internal references like Jira tickets and it should exclude changes that are unrelated to the actual public functionality. We don't need to include details about our CI or publishing in particular.
