chore: secure Vitest runner and tests

Summary

• upgrade Vitest from 2.x to 4.1.10 to clear the vulnerable Vite/esbuild test dependency tree
• replace removed environmentMatchGlobs with explicit Node and jsdom test projects
• bound fork workers for stable Windows fixture and child-process tests
• retain a bounded 15s budget for the official-score promotion integration test

Verification

• npm audit --json: 0 vulnerabilities
• npm run floor (clean worktree): 350 files, 2,489 tests passed; both TypeScript checks passed
• focused heavy regression set: 18 tests passed
