Summary

  • Contributor-pipeline-gardening-generated issues are frequently picked up by contributors' own AI coding agents, which take the path of least resistance unless scope completeness is stated as explicitly as this skill already states file-type/pattern constraints.
  • Adds a "Completion standard: no partial credit, no shortcuts" section to reference.md requiring every generated issue to: open with a > ⚠️ Definition of Done callout forbidding split/deferred/partial submissions, phrase every Deliverable as mechanically verifiable, drop all soft/optional language, and state explicitly whether multiple Deliverables are all required in one PR.
  • Updates the issue body template and SKILL.md's Pass 2 checklist to reference the new standard.

Test plan

  • npx prettier --check clean on both edited files
  • Doc-only change to .claude/skills/**; no code paths affected
