Switch agglayer-storage certificate-bearing stores to proto-backed column families with reopen-time backfill from legacy bincode rows. This keeps pending, per-epoch, and debug certificate data readable during the migration while making runtime reads and writes use the proto-backed families. It also co-locates legacy and proto column definitions, updates certificate serialization snapshots, and adds coverage for migration and readonly access behavior. --------- Signed-off-by: Simon Paitrault <spaitrault@polygon.technology>
