ci: add PR-Agent workflow with local LMStudio

Self-hosted PR review using Qwen model via LMStudio at localhost:1234.
Requires pr-agent installed on runner: uv tool install pr-agent --with tiktoken --python 3.12
Requires LMStudio running with Qwen model loaded on the runner.
Fallback for CodeRabbit rate limits.
