Generate Security Catalog (.cat) Files on Linux

Hi, someone asked for binaries, so I am uploading the compilation artifacts for Ubuntu 18.04 which is what I use. If you need it for another system you can try to compile it on your own (it is really easy ... clone the repo, cd into the repo directory and type make).
