INDEXNOW_LOG_FAILED_SUBMITS should be set to false to disable logging (instead of INDEXNOW_LOG_PRODUCTION_ENV).

If I am not mistaken from the previous config description, INDEXNOW_LOG_FAILED_SUBMITS should be set to false to disable logging (instead of INDEXNOW_LOG_PRODUCTION_ENV).
