DRAFT PR: still needs some more thinking most likely. Haven't thought through this code properly yet, which is why I am not upstreaming to OP just yet.
This PR is so that eigenda proxy can verify staleness of batcher-inbox submissions wrt eigenda-batch reference-block-number. This PR goes hand-in-hand with Layr-Labs/eigenda-proxy#226
