chore(deps): pin and bump dependency versions

Description

Pin workspace tooling/deps and update crate and frontend dev dependency versions for reproducible builds and compatibility. Workspace Cargo.toml now uses exact versions for async-std, rstest and CI/bin tools. crates/server/Cargo.toml pins and upgrades many dependencies (chrono, config, diesel, serde and related crates, tokio, reqwest, log, etc.) and adjusts optional crate versions (including objc2-core-foundation). crates/client-web package.json updates devDependencies for TypeScript and Vite.
