Implements treasury-api as both an economy system and a taxation system
Allows for exclusions, allows setting a custom government account for taxes to go to.
If Treasury isn't found, taxation is disabled & falls back to Vault, if both are present Treasury is preferred.
This is a draft PR, so you can keep an eye on my changes but it is more or less done
