A project I'm working on requires me to have all my linter settings in the Python `setup.cfg` file. In order to differentiate between configurations for different linters and plugins, Pylint sections are prefaced with `pylint.`. I've also noticed some people using lowercase `master` to in their configuration files, so this supports upper and lowercase as well.

In order to differentiate between sections for different tools in the increasingly common
setup.cfgfile, Pylint sections are prefaced withpylint., which breakspylint_runner's parsing of ignored files and directories. This change fixes that. I've also noticed some people using lowercasemasterto in their configuration files, so this adds supports upper and lowercaseMASTERsections as well.
