Summary & Fixes Included

This PR addresses several targeted frontend bug fixes, accessibility gaps, and data-sync issues:

• Case-insensitive reputation resolution (Reputation profile lookups are case-sensitive, so a URL with different letter casing than the stored GitHub username 404s even though the profile exists #245): Normalized username comparison in fetchReputationByUsername and case-insensitive fallback lookup in mockReputationProfiles, matching GitHub's canonical case-insensitive handle handling.
• Unique React keys in IssueDetailPage team splits (IssueDetailPage's team payout splits use split.role as the React key, causing duplicate keys when multiple contributors have no assigned role #244): Switched from key={split.role} to a compound unique key ${split.role}-${split.contributor ?? "unassigned"}-${index} to prevent duplicate key collisions and render state desync when splits have default roles.
• Interactive Maintainer CTA button (MaintainerDashboardPage's "Create bounty" action renders as an inert <span> with no onClick or href — the button does nothing #241): Wrapped the inert <span>Create bounty</span> on the maintainer dashboard in <Link href="/issues"> to match contributor and sponsor dashboard navigation behavior.
• Dynamic STELLAR_NETWORK hero badge (HomePage's hero badge always reads "Built for Stellar Mainnet" regardless of the actual configured STELLAR_NETWORK #238): Derived the hero network badge from STELLAR_NETWORK config rather than hardcoded mainnet literal.
• Single source of truth for hero contributor count (HomePage's hero copy hardcodes "341 contributors" as literal text instead of referencing platformStats.activeContributors #237): Replaced hardcoded literal 341 with platformStats.activeContributors.toLocaleString() to prevent drift against stats cards.
• Accessible form label for PoolDepositButton (PoolDepositButton's amount input has no associated label, leaving it unlabeled for screen reader users #236): Added <label className="sr-only"> and aria-label to the pool deposit numeric input.
• Truncated title tooltip in PipelineBoard (PipelineBoard's bounty cards line-clamp the title to 2 lines with no title attribute, so a truncated title has no way to be read in full #227): Added title={b.title} to clamped bounty titles in pipeline columns for full readability on hover.
• Decorative icon accessibility in EmptyState (EmptyState's icon has no aria-hidden, so a purely decorative icon may be redundantly announced by screen readers #210): Added aria-hidden="true" to EmptyState decorative icon wrapper.
• Dynamic sitemap paths for issues and reputation profiles (sitemap.ts omits every dynamic route — no /issues/[id] or /reputation/[handle] pages are ever listed, only 4 static paths #248): Extended sitemap.ts to include dynamic issue routes and reputation profiles alongside static routes.
