Secrets may not be immediately available after Alexandria's health endpoint responds. Add retry loop (10 attempts, 2s delay) to handle startup race.

New replicas crash with 'Failed to fetch secret' because Alexandria may not have secrets ready immediately after its health endpoint responds. Added retry loop (10 attempts, 2s delay).
