About The Pull Request
Fixes and small changes to vampire antags, since Kevin no longers works on them.
This includes a button to adding experience directly to a coven, quietus fixes as they were really unfinished and any more fixes/changes I'll update this pr with.

Why It's Good For The Game
Experience add button - Many abilities are either painful to level up or extremly lrp to do so. For example, obsfucation requires you to not move for around 5 minutes waiting for the bloodcost to level it up. The lrp ones require you to spam abilities like forcing a mob to walk towards you, then scaring them so they run (which obviously wouldn't be possible to do on an actual player as it would be extremly immersion breaking). As to balance it out I made the vitae spend in level up be less potent than vitae gained through normal ability usage.

balance: Removes transfix from most vampires (Only Eorans still have it), replaces it with encode thought and vampire enslavement
balance: Reduces upkeep time for celerity and potence to 10 seconds, from 3 seconds
balance: World anchor can now be used to make a portal to the manor, increases it's uses to 6. It works when used by mortals, so vampires should watchout lest it falls into unwanted hands
balance: Level 6+ of bloodheal fixes all organs now
add: Thralls are now like ghouls from VTM, receiving a single coven of their masters choosing with it's level capped to 3. To recharge their vitae they must drink from a vampire or their clan's liked bloodtype
add: Diablerism now makes your victim be part of you and increases your max vitae by 500
add: Button in clan menu for directly increasing coven exp using vitae
add: Auto assignment into the clan for new/starting vampires
fix: Quietus scorpion's touch now properly gets removed on use/drop
fix: Dagon's call now ignites a person too, instead of just giving them fire stacks
fix: Custom clans are now forced to start with bloodheal
fix: Clan slaves can now be properly sired
fix: New kindred properly receive undead eyes now
fix: Removes awe and fear working on dead/unconcious people (Hopefully fixing the body getting stuck to you)
fix: Baal's Carress poison actually works now
remove: Removes auspex t2 as it was a left over from previous blood rune code
remove: Removes vitae check from vampire mansion portal
