Summary

add a dedicated GitHub Actions workflow to run contract/scripts/snapshot-abi.sh --check on contract PRs
keep the ABI snapshot job non-blocking with an optional workflow job
update the ABI snapshot README to document manual check and regeneration flows

Testing
