Draft diagrams for governance process

Adds, as a discussion draft, the diagrams showed during the weekly overview meeting.

Description of the purpose and scope of the diagrams is included in the README.

They were made with https://sketchviz.com/ which renders graphviz dotfiles interactively.

@metazool I've made a couple of modifications to your flow charts (mainly adding to concept.dot to include expanding RSE capabilities for technical support).

Feel free to revert any changes (sorry couldn't be bothered to stack a pull request).
