Added sphinx boilerplate, documentation home page, and autogenerated API reference (it's rough right now, but a start).
To test, go to the
docsdirectory and runmake html. The generated HTML should go into_build. Open up_build/html/index.htmlto view the generated documentation.Would like to get this documentation automatically being published to GitHub pages.
