Add two boiler efficiency levels to hvac_heating_system.tsv
Add CEER 16.0 room AC option to tsv
Add 75% AFUE wall furnace
Add ASHP SEER2 14.3, HSPF2 7.5 to hvac option tsv
Add 84% AFUE boiler, 86% AFUE boiler, room AC CEER 16.0, wall furnace 75% AFUE, and ASHP SEER2 14.3 and HSPF2 7.5 to options tsv.
Edit partial ac, fed minimum non-ducted scenario, ashp, and then remove like-for-like replacements in the fed minimum ducted scenario
Added package yml and edited Katelyn's yml to take out nograde
