Defining a whitelist in terms of libp2p identities is probably a better idea. That would mean that the current CLI argument restrict_peers_to_list can be dropped in favor of this new whitelisting option.

Or perhaps the new whitelist should be defined in terms of MultiAddr values? That way the node would also know how to connect to the whitelisted peers.
