Improves test coverage up to 88.2%

Details

Can run rps test to validate.

• updates notifications.dart lib file to use defaultTargetPlatform logic instead of direct platform check to make it easy to test
  • expose handleMethod for easier testing

Motivation

Want to have high coverage for all sdks.
