Debug Console v2.14.205

Major update. Config/History/Logs all now stored under $HOME/.Oolite, configurable by CLI options. See the README.md.

V2 overhaul

Now with sane default locations for config, history and logs.

CLI arguments (like -h) implemented.

Debug console release 1.6

Facilitated multi-console execution on same machine.

- Constrained user setting Port values in the range 49152-65535.
- Added EndPort user setting for listening ports range upper limit
- Added ServerAddress user setting to indicate host address on the console
- (Windows only) Fixed not properly displayed icon
