Dynamic Flood Simulation Task

This PR does the following:

• Replace hyetograph charts with hydrograph charts for new flood simulations
• Update the flood_simulation task to leverage the dynamic flood sim module that I wrote with @augustposch's notebook code: https://github.com/OpenGeoscience/uvdat-flood-sim
• Update the flood_network_failure task to use the new flood data format.
• Simplify the response body of analytics requests to reduce wait time
• Fix some bugs and improve UX in the Analytics Panel, Node Animation, and Charts Panel components
• Fix visualization of multiframe rasters (to support new flood results)
