Follow-up to #498 — the merge raced against the final commit on the announcements branch and landed without the what's-new bullet. This adds it back across all 13 locales (English default + ar, bn, es, fr, hi, it, ja, ko, pl, ru, tr, zh-CN).
Per the just-saved memory rule: every meaningful user-visible feature should append a bullet in the upcoming release's what's-new JSON. Announcements feed qualifies.
