Run patched JSON-B TCK for z/OS testing

Updates the JSON-B TCK to use a patched version of the TCK with the fixes proposed under PR: jakartaee/jsonb-api#349

This will allow the TCK to run on z/OS without failing due to incorrect assumptions about character encoding.
