What kind of change does this PR introduce?

  • Removes the previously-deprecated reduce.py

Does this PR introduce a breaking change?

Yes. The entire module has been removed.

Other information:

These changes were slated for version 0.11.0, which is likely going to be tagged for release tomorrow.
