[In Progress] SolGov to DREAM conversion

About The Pull Request

Converting SolGov to DREAM, a Lunar NGO that provides humanitarian aid.

Done thus far:
Names and descriptions for:

• Clothing
• Job titles
• Posters and signs
• Machinery
• Weapons/ammo

Icons:

• Solgov bedsheets now use DREAM icon
• Solgov posters repath to DREAM posters

No other icons have been changed yet. The biggest thing we need to do is replace all the armor and signs

Also includes:

• Miscellaneous overrides removing references to Solgov and Night of Fire that were otherwise unrelated to the DREAM conversion
• Override modifying Solarian International Standard to be less German-heavy and incorporate Chinese (which technically is in line with DREAM), though if you'll allow me to rename this language entirely I think that would be sick af
• Replaces some instances of "Solarian" with "Terran" or "Lunar"

Note on Modularization

• This PR currently contains one change to Shiptest's fax.dm. I might change this especially if vect0r notices

Why It's Good For The Game

We do not want SolGov. DREAM is the proposed replacement. I think it will overall be a pleasant change.
