Add native support for Iroh P2P Rust framework

The problem

Perry is a perfect framework for building multi-platform P2P apps with Iroh https://www.iroh.computer/. Iroh is a rust lib which provides necessary tools for building P2P network.

Proposed solution

Add native package for

• Iroh https://crates.io/crates/iroh and Irpc-Iroh https://docs.rs/irpc-iroh/0.14.0/irpc_iroh/

Meaningfully implemented as of v0.5.554. perry-ext-iroh now ships the full request-response peer-to-peer surface: bind / nodeId / close plus connect / acceptOne / openBi / acceptBi / streamWrite / streamFinish / streamReadToEnd / connClose. Server flow: bind() → acceptOne() → acceptBi() → streamReadToEnd() + streamWrite() + streamFinish(). Client flow: bind() → connect(serverNodeId) → openBi() → streamWrite() + streamFinish() + streamReadToEnd(). ALPN hardcoded to b"perry-iroh/0" for v0. Followups (per-call ALPN strings, connection-event callbacks via the closure invocation surface that's already shipped, broadcast-style fan-out) tracked separately.
