SETSM bitmask batch_mask.py v1

This release of the SETSM post-processing code has had all scripts other than batch_mask.py removed. It is intended for users of PGC's SETSM Version 4+ DEM Strips (technical version numbers "s2s04X"+) who want to mask out potentially bad data from water or cloud cover in the downloaded strip DEM data.
