Implements the UI for showing quote-specific votes calculated from the interactions array. Added smaller icons and tooltips for clarity.

This PR implements the // TODO: show quote up/down in the PostCard component.
Changes:
Utilized the existing upQuote and downQuote calculation logic.
Added a new section to the PostCard vote area that displays these counts with smaller icons and tooltips.
Quote votes are only displayed if they are greater than zero to avoid cluttering the interface.
