Offline Test Release

Test build for "offline" capable GameNative

DO NOT TRUST TOO MUCH
Please only install games where you would be FINE if it deletes your cloud save. I'm not saying it will delete your cloud save, but this is a test build and I don't want anyone treating it as a release version. Please report back to the Discord with your experience!

• Has an "Overview" screen
• Overview allows for manually triggering Steam sync, and otherwise syncs every 2 hours
• Can disconnect from internet and things still work - can still launch games despite the cloud save warning etc
• Needs testing to see how much it will/won't keep cloud saves accurately

• File size check is moved away from main thread so it does not block it
