- ChainInterface: get/set_high_water_mark persist last king's bar to chain_dir/high_water.json, NOT removed by clear_king
- service.score_and_decide + router.process_submission: when king record is gone, score the challenger vs the persisted bar (must decisively beat)
- is_first true ONLY at genuine genesis (no king AND no high-water mark)
- record the bar on every crown (run_epoch + router), not on reinstate-demotion
- tests: bar survives clear_king; cleared-throne gain-0 rejected; genesis crowns once; decisive challenger still crowns
