…h on crowning) _next_recipe_version only ever did patch+1, so it was stuck at v0.2.* forever. Add a _RECIPE_SERIES (MAJOR.MINOR) the owner bumps on a measurement/canonical cutover; patch auto-increments per crowning within it. Set to 0.3 for the --data-base-dir pin cutover.
