This PR implements judging functionalities including:

  • Create judges and categories
  • Creating projects via importing DevPost JSON
  • Assigning judges to groups and assigning projects to judge groups
  • Evaluation and scoring mechanism
  • A Judging Portal view for judges to evaluation their assigned projects - via star rating and rankings
