User description

💡 What:
Replaced collectAsState() with collectAsStateWithLifecycle() in ReleaseListScreen.kt. I also added the required androidx.lifecycle.runtime.compose dependency to gradle/libs.versions.toml and feature-releases/build.gradle.kts.

🎯 Why:
Using collectAsState() allows state collection to continue in the background even when the app is minimized, which needlessly consumes CPU and memory. Transitioning to collectAsStateWithLifecycle() pauses state collection when the UI is not visible, adhering to Android's best practices for performance and battery life.

📊 Measured Improvement:
Due to the nature of this optimization, establishing an automated CI benchmark is impractical since background UI state collection inefficiencies occur when physical devices are minimized/backgrounded, which unit tests/CI do not natively simulate. However, it is a well-documented Jetpack Compose standard that using lifecycle-aware collection prevents resource leaks and provides theoretical net savings in CPU and memory when users switch away from the app.
