PR: Appeals API – Author/Employer Appeal a Moderation Decision
Summary

This PR implements an appeals channel for moderation decisions, allowing authors and employers to appeal actions taken on their reviews. It introduces database schema, API endpoints, and basic governance hooks for tracking and resolving appeals.
Why

Currently, users have no transparent way to appeal moderation actions.
This PR provides:

A formal appeal channel.

Transparency for both authors and employers.

Auditability for governance.
