Clean up documentation

• Add markdown files to formatter and run
• Add hyperlinks throughout
• Add DocumenterInterlinks and external references to PSY
• Fix old stale and NREL links

@rodrigomha Performance Comparison action is failing, though I don't see that action on main. It looks like test/data_tests/WECC_240_dynamic.json is still in format 4.0.0, but the dependency set used by this workflow expects 5.0.0. Is this familiar?

Yeah, we haven't fixed that, so it will take a while to figure out. I need to figure out a way of getting the system into PSY5.
