Add Documentation Synchronizer agentic workflow

The new workflow follows the repository's established patterns for agentic workflows. It uses a daily schedule, sets minimal read-only permissions for the agent, and routes writes through the create-pull-request safe output. It was successfully compiled using a locally built gh-aw binary.
