Add Moonmantles (Moonboots For Your Neck)

About the PR

This adds moonmantles, which is essentially a recolor of magmantles with the functionality of moonboots. They're also unlocked by the same tech level as moonboots, and roughly look the same! If you have both on at the same time, nothing special happens.

Why / Balance

I added this because harpies can't use moonboots! I felt like, if moths can use them, it would be cool for harpies to have some equivalent way to take advantage of their inherent low grav maneuvering too. This also benefits arachne and diona.
