These two docs (PR #28 content, at its true latest 400d294 incl. Petrus's diagonals-only production decision and the PR#31 measured costs) never reached main: #28 merged into feat/qcd-gpu-gauge-measurement AFTER #30 had already taken that branch to main, and the head branch was later rolled back to 39195fa, dropping the diagonals-only commit. The flux spec already on main (4q_flux_measurement_spec.md) references this parent spec, so main was internally inconsistent. Forward-ported verbatim from 400d294.
