Migrated merchant creation to MerchantCommands.CreateMerchantCommand, adding support for address, contact, and settlement schedule details. Moved New page logic to code-behind for better maintainability. Updated API client, request handler, and test mediator for new command. Improved UI validation and user feedback with success/error messages.
