Create index.html with svg tag and minimum content.
Create draw-sgv.js to initialize the following:

branding - logo/slogan
top menu
place holder for the page
another page
link class to navigate another page

Ver 1.0

Create a functional web page with json back to determine the design and contents. This json can be provided static or dynamic with a back end.
