It would be better to move this into proper sub-plugins.
Prevent settings.php from doing stuff when fulltree isn't needed.
ilp_report::roles_changed doesn't exist in code anyway.
Causes unit tests for core test_get_summaries to fail.

Few performance improvements, removers debugging messages/warnings, seems to work ok in 3.1 for now.
I know this plugin is no longer being supported but filing a pull request to help anyone else looking at this.
