add state compensation and wage data to replace employment #49

Provides access to BEA datasets SAINC6N (State Compensation by Industry) and SAINC7N (State Wages by industry) as data to replace state employment (which is deprecated). Resolves #45

additions to enable the Supply and Use models to be run with either Employment or Compensation data based on the allocation_type input parameter to several functions.
This reverts commit 39a44a0.

revert additions to allow allocation_type as a paramter to multiple functions
