Adds spec tests for the new encoding, both binary and text. I feel pretty good about what I have so far, but I would appreciate guidance on what needs to be exercised by these tests and what is sufficiently exercised by the existing imports tests.
These tests are currently not passing in this repo because I have not yet updated the reference interpreter (see #4). However, I am running them through wasm-tools and SpiderMonkey to validate them.
