Update to DOC, STET, Passages

• [Passages] Fix bug where 2..n passage references per chapter were not showing up when user selected to add all nt survey reviewer guide references
• [DOC,STET,Passages] Disable backend file caching (for development). For production, caching can be enabled by setting an env variable during launch. Disabling backend file caching makes things easier to test for those without access to the cli where files could be selectively deleted to repeatedly test a certain document request with fresh results.
• [STET] Remove, for now, alphabetization of word entries since it was not implemented in a sufficiently sophisticated way with respect to localization.
